    Management Concepts, Inc. is recruiting for a Instructors to join our Acquisition and Contracting Division to teach our Federal Personal Property Management Courses as an
    Independent Contractor. In this role, you will provide student-focused, competency-based, live classroom instruction to federal personnel involved in the management of personal property either in the hands of the government or contractors.

    You will address the following topics depending on the course you are asked to teach:

  • Scope of personal property management and its basis in law and regulation
  • Requirements determination process
  • Property cycle to include acquisition, management, accountability, utilization, and disposal
  • Accounting for personal property
  • Administration of contractor-held property
  • Audiences may include federal employees and/or contractor personnel who seek comprehensive knowledge of the management of personal property either in their agency or that has been provided by the government under their federal government contracts.

  • Duties and Responsibilities:
  • Present 5-day classes to groups of up to 30 students
  • Apply principle of adult learning in course presentations
  • Deliver courses in accordance with instructor guide, student materials, and published course descriptions
  • Adhere to course schedules
  • Provide feedback on materials to curriculum development staff
  • Deliver client-specific versions of courses in onsite presentations

  • Necessary Knowledge, Skills, and Abilities
  • Ability to clearly and accurately explain legal requirements and best practices in the personal property management environment
  • Thorough understanding of federal personal property management including determining and satisfying requirements, receipt of property, recording receipt, storage, inventory management, physical inventories, maintenance, motor vehichle management, and aircraft management and reporting.
  • Thorough understanding of the requirements for management of property in the hands of contractors under their federal government contracts or grants and at subcontractor locations.
  • Hands-on familiarity with Federal Property Management Regulations, Federal Management Regulation, the Federal Acquisition Regulation as it pertains to government property, and other federal regulations and policies that govern the personal property management process
  • Personal property management experience through out the property cycle, including acquisition planning, solicitation, source evaluation and selection, and lease administration is highly desired.
  • Ability to answer student questions and support answers with citation to appropriate policy or procedures
    Subject Matter Expert (SME) to join our Government Solutions Division. In this role, the SME will provide Federal Acquisition and contracting subject matter expertise to the Acquisition Consulting team and participate in acquisition consulting engagements with Federal and private sector clients. These engagements will focus on providing acquisition support services to clients for activities ranging across the spectrum of the acquisition life cycle, performing acquisition organization analysis with assessment and/or competency development, developing acquisition business process and/or policy and best practices implementation. This position requires a high level of Federal acquisition and contracting knowledge. FAC-C/DAWIA Acquisition Certification Level III and/or CPPO is preferred.

    Duties and Responsibilities:
  • Design and implement consulting engagements in areas related to Federal acquisition, to include engagements specific to performance-based service acquisition
  • Provide input to development of customized acquisition training courses, collaborating with instructional design staff to meet client or market requirements and deliver training for customized acquisition courses
  • Serve as Technical/Subject Matter Expert in writing or reviewing Performance Work Statements, Statements of Objectives, or Statements of Work
  • Collaborate in the design and development of high quality proposals that create value for the client
  • Identify leads and expand client opportunities building high level relationships with clients
  • Represent the company in diverse venues as speaking, forum discussions, workshop panels, and event presentations participate in conferences and symposia
  • Maintain currency relative to changes in regulations, laws, legal decisions and trends in acquisition and contracting and prepare white papers on specific themes extending company thought leadership
  • Maintain the knowledge of the theory and practice of Federal acquisition best practices throughout the Federal contracting/acquisition industry
  • Contribute as a Subject Matter Expert to Federal acquisition organization assessments and/or competencies development
  • Required Skills:
    Skills and Experience:
    • Bachelors degree is required
    • At least 10 years of recent experience working with federal personal property management in various positions to include property management officer, accountable property officer, custodial officer, property administrator, and plant clearance officer
    • Recent instructional or presentation experience a plus.
    • Must Complete an instructional skills course focused on delivery of student centered training or have completed such a course within the last three years.
